WhatsApp Business API pricing in Singapore: what Meta charges per message in 2026
Meta charges for the WhatsApp Business API per delivered message, by category and by the recipient's country. For Singapore numbers the list rates on 16 October 2026 are US$0.0732 for a marketing template and US$0.016 each for utility templates, authentication templates and service replies (S$0.0937 and S$0.0205 on Meta's SGD card). Messages customers send you are free, but since 1 October 2026 replies are free only for the first 1,000 a month per business phone number.

How much does the WhatsApp Business API cost in Singapore?
What you pay Meta depends on each message's category and on the country calling code of the person receiving it, so every message to a +65 number is charged Singapore's rate, wherever your business is based. Singapore has had its own row on Meta's rate card since 1 July 2026; before that it paid the "Rest of Asia Pacific" rate, and the move raised its utility and authentication rates.
| Category | Used for | When you can send it | Singapore, USD card | Singapore, SGD card | Free when |
|---|---|---|---|---|---|
| Marketing template | Promotions, offers, re-engagement | Any time, to people who opted in | US$0.0732 | S$0.0937 | In a free entry point window |
| Utility template | Updates on an order, booking or account | Any time | US$0.016 | S$0.0205 | In a free entry point window |
| Authentication template | One-time passcodes | Any time | US$0.016 | S$0.0205 | In a free entry point window |
| Service message | Any non-template reply, by a person or a third-party AI agent | Within 24 hours of the customer's last message | US$0.016 | S$0.0205 | First 1,000 per business number a month; free entry point window |
| Meta Business Agent | Replies written by Meta's own AI agent | Within 24 hours of the customer's last message | US$2.00 per million tokens; Meta estimates 4 to 5 US cents a message | Never | |
| Customer to business | Anything a customer sends you | - | Free | Free | Always |

What changed on 1 October 2026?
A WhatsApp budget from before October is out of date. Four changes:
- Replies cost money again. Service messages had been free since November 2024. They are now charged per message at the same rate as utility and authentication messages in each market, with no volume tiers.
- A free tier of 1,000 service messages per business phone number per month, with no roll-over. Without a payment method on the account, Meta delivers service messages within the free tier and stops after it.
- Utility templates inside the 24-hour window are charged. They had been free since 1 July 2025.
- Meta Business Agent, Meta's own AI agent platform, has had its own category, charged per token, since 1 August 2026.
Eligible government and non-profit organisations keep service messages free beyond the monthly tier until the end of 2027. Meta changes prices only on the first day of a quarter, so the next possible change is 1 January 2027.
How does WhatsApp API pricing work?
On the WhatsApp Business Platform, your software, a provider or an AI agent sends messages through Meta's servers, and Meta has billed each delivered message since 1 July 2025, when per-message pricing replaced conversation-based pricing. Three mechanics decide the bill.
The 24-hour customer service window
Each message a customer sends opens a 24-hour window, and each new one resets it. Inside the window you can reply with ordinary messages (text, images, documents), which are service messages. Outside it, only an approved template is delivered. Our guide to scheduling WhatsApp messages walks through an example.
Template categories
Templates are messages WhatsApp approved in advance, each with a category: marketing (anything promotional or persuasive), utility (non-promotional updates on an order, account or service the customer has) or authentication (one-time codes). Meta's guidelines class mixed content, such as an order update with a discount code, as marketing, and Meta can move an approved template to another category. You pay the category applied at the time of each send.
Free entry point windows and volume tiers
When someone messages you from a Click to WhatsApp ad on the phone app and you answer within the service window, Meta opens a free entry point window of up to 7 days in which marketing, utility, authentication and service messages are free (Meta Business Agent messages are still charged). Utility and authentication rates also fall in volume tiers as monthly volume per market grows, counted across your whole business portfolio; marketing and service messages have no tiers.
Worked example: one month for a Singapore SME
A business with one WhatsApp number, customers on +65 numbers, billing in US dollars and no ads. In a month it handles 3,000 customer-initiated chats averaging three replies each, sends 1,200 appointment reminders as utility templates the evening before (to customers outside the window), and sends 500 marketing templates to customers who opted in. List rates, no volume tiers.
| Line | Messages sent | Messages charged | Rate | Meta charge |
|---|---|---|---|---|
| Service replies | 9,000 | 8,000 (first 1,000 free) | US$0.016 | US$128.00 |
| Utility reminders | 1,200 | 1,200 | US$0.016 | US$19.20 |
| Marketing templates | 500 | 500 | US$0.0732 | US$36.60 |
| Total to Meta | 10,700 | 9,700 | - | US$183.80 |
On Meta's SGD card, the same month is S$164.00 + S$24.60 + S$46.85 = S$235.45. Meta publishes that card itself, so no exchange rate is involved; the currency is chosen when the WhatsApp account is created, and changing it later means a migration. Three comparisons put the number in context:
- Under September's rules the same month cost US$55.80, because replies were free. Nearly all of the increase is replies.
- Through Twilio, add Twilio's own fee of US$0.005 per message, inbound or outbound (Twilio, "current as of September 2026"). With about 9,000 customer messages in and 10,700 out, that is US$98.50 more, about US$282.30 in total, assuming Meta's free tier reaches you through Twilio as it does on a direct connection. Twilio also charges US$0.001 for each message that ends in a failed status.
- Not included: the AI model that writes the replies, if an agent answers; any provider subscription; and tax.
What changes the bill
- Category. In Singapore a marketing template costs about four and a half times a utility one. Keep reminders and updates strictly factual so they stay utility.
- One reply, not three. After the free 1,000, every service message is charged, so an agent that answers in one complete message costs a third of one that sends three short ones.
- Answering inside the window. A reply inside it is a service message at US$0.016, with 1,000 free a month. The same follow-up a day later must be a template, and if it promotes anything it is marketing at US$0.0732.
- Template quality. Templates that people block or report get paused or disabled, and a new business portfolio can message only 250 unique people outside the window in any 24 hours until it scales (Meta: messaging limits).
- Your provider's fee. Ask for Meta's charge and the provider's charge as separate lines.
Is WhatsApp Business free to use?
The WhatsApp Business app is free to download and use (WhatsApp). The Business Platform charges per message, though messages from customers, the first 1,000 service replies per number each month and anything in a free entry point window cost nothing.
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Price | Free | Per delivered message, by category and country |
| Runs on | A phone app | Meta's servers, through your software, a provider or an AI agent |
| Automation | Greeting and away messages, quick replies | Systems and AI agents send and reply |
| Messaging a customer first | By hand, any time | Approved templates outside the 24-hour window |
| Fits | A small team answering by hand | Reminders, campaigns and AI agents at volume |
QR pairing versus the API
Some tools, Olano's included, can link an agent to WhatsApp by scanning a QR code, the way WhatsApp Web links a computer. In Olano that connector drives a personal WhatsApp session, so it is meant for your own number and small-scale use (no business account needed, groups work). Customer-facing traffic belongs on the two business connectors, with templates, the 24-hour window and Meta's per-message billing.
Which WhatsApp API is best for businesses?
Every route delivers through Meta at Meta's rates; what differs is what sits on top and what it costs.
- Meta's Cloud API, directly. No second provider and no second fee; you set up a Meta app and a WhatsApp Business Account.
- A communications provider such as Twilio. One console for WhatsApp, SMS and voice, with balance and usage reports, for US$0.005 a message each way.
- A WhatsApp inbox or marketing platform. A shared team inbox, broadcasts and chatbot builders, usually for a monthly subscription, sometimes with a markup on messages. The better choice when people will work the chats by hand.
- Meta Business Agent. Meta's own AI agent, priced per token with delivery included.
A third-party AI agent, Olano's included, sends service messages, which Meta prices like any other reply; the AI model's cost is separate. Meta's terms for "AI providers", in force since 15 January 2026, restrict general-purpose AI assistants offered on WhatsApp, and Meta states they do not change how it charges other businesses (Meta).
Common mistakes
- Budgeting with last year's rules. Replies and in-window utility templates have been charged since 1 October 2026.
- Assuming your location sets the rate. The recipient's calling code does: a Singapore business messaging a +60 number pays Malaysia's rate.
- No payment method on the account. Service messages stop after the free 1,000.
- A promotion inside a utility template. It is billed as marketing.
- Customer traffic on a QR-paired personal number. That route is for your own number and small-scale use.
How Olano connects to WhatsApp
Olano is a Singapore AI studio. The agents we deploy connect through either business connector, and both give the agent the same WhatsApp tools, so moving between them does not change its instructions.
- WhatsApp (Meta Cloud API) connects straight to Meta with your own Meta app, with no provider in between. Templates, their billing category and delivery reports come from Meta, and the agent can say per message whether Meta billed it and under which category. Invoices are in WhatsApp Manager.
- WhatsApp (Twilio Business API) connects through your Twilio account. An administrator can switch on balance and usage tools for the one agent that manages the account, showing WhatsApp spend by category for this month, last month, today or yesterday.
- Built around the window. The agent checks whether the window is open, refuses an ordinary send outside it instead of reporting a message that never arrives, and flags when WhatsApp has moved a template to another category.
- Limits. Meta's rates and rules apply as for any business, the business connectors handle one-to-one chats only, and AI model usage is a separate cost from WhatsApp.
Setup is in the channels and connectors documentation. We scope each engagement in a fixed proposal; see our services, the WhatsApp AI customer service use case and our guide to WhatsApp AI customer service in Singapore.
FAQ
How much does it cost to use the WhatsApp message API?
Meta charges per delivered message by category and the recipient's country. For Singapore numbers, on 16 October 2026, that is US$0.0732 per marketing template and US$0.016 per utility, authentication or service message, after 1,000 free service messages per business number a month. Providers may add their own fee.
How does the WhatsApp API work?
Your software, a provider or an AI agent sends messages through Meta's servers instead of a phone app. Within 24 hours of a customer's last message you can reply freely; after that, only approved templates are delivered. Meta bills each delivered message.
Can I use the WhatsApp API for free?
Partly. Messages from customers are free, the first 1,000 service replies per business number each month are free, and messages in a free entry point window opened by a Click to WhatsApp ad are free. Templates outside such a window are always charged, and since 1 October 2026 so are replies beyond the free tier.
Which WhatsApp API is best for businesses?
Every route delivers through Meta at Meta's rates. Meta's Cloud API directly avoids a second fee; Twilio adds a console and usage reports for US$0.005 a message each way; inbox platforms add a shared team inbox for a subscription. Choose by who will run it: people in an inbox, or your systems and AI agents.
Is WhatsApp Business free to use?
The WhatsApp Business app is free to download and use. The WhatsApp Business Platform, the API, charges per delivered message, with some messages free.
Are WhatsApp business replies still free?
Not since 1 October 2026. Replies inside the 24-hour window, called service messages, are charged at the utility rate of each market, US$0.016 for Singapore numbers, after the first 1,000 per business phone number each month. Eligible government and non-profit organisations are exempt until the end of 2027.
